Classifies gift card theft as grand larceny, gift card forgery as a Class 5 felony, and gift card fraud as a Class 1 misdemeanor (under $1,000 in six months) or Class 6 felony ($1,000 or more in six months).

Establishes that conspiracy to commit gift card fraud, either within Virginia or across state lines, is a Class 6 felony.

Expands venue provisions to allow prosecution in any county or city where a gift card issuer or holder suffered financial loss, where the gift card holder resides, or where gift card redemption information was used or possessed with criminal intent.
