Expands the definition of "employer" under Virginia labor law to include the Commonwealth, its agencies, institutions, political subdivisions, and any public body for employment protection and wage payment provisions

Adds a definition of "public body" covering any legislative, executive, or judicial body, agency, department, authority, commission, board, school board, or political subdivision created by law

Exempts the Commonwealth and its agencies from civil, criminal, administrative, or other penalties under the employment protection and wage payment articles, while still extending coverage to employees

Removes redundant language from the cannabis oil employment protection statute since the expanded employer definition now automatically includes government entities

Clarifies that general labor law provisions still do not apply to government entities unless expressly provided or extended by specific regulation of the Commissioner or Board
