Requires health insurance carriers to accept electronic attachments and electronic information from healthcare providers when submitting claims documentation, and prohibits carriers from requiring paper, facsimile, or other nonelectronic submission methods when compliant electronic formats are available.

Mandates that providers may submit additional documentation, medical necessity information, pre-certification materials, and other required claim information electronically using standards adopted by the U.S. Department of Health and Human Services.

Establishes that the date of transmission of compliant electronic information or attachments shall be considered the date the claim was received for purposes of timely payment requirements.

Removes previously scheduled implementation dates (July 1, 2025, and January 1, 2026) for various electronic submission requirements and makes them effective immediately upon the act's effective date.

The provisions of this act become effective on January 1, 2027.
