Amends Virginia's Fire Programs Fund statute to change how funds are handled when localities fail to submit required annual reports and disbursement agreement forms

Under current law, funds withheld from non-compliant localities are added back to the 75% allocation distributed to all counties, cities, and towns for fire service improvements

The bill redirects these withheld funds instead to be returned to the Fund and redistributed as grants to enhance firefighting and rescue services according to Virginia Fire Services Board policies

Applies to both the currently effective version of the statute and the version that becomes effective July 1, 2026

The Fire Programs Fund is funded through a 1% assessment on insurance companies' direct gross premium income, with 75% allocated to localities based on population (minimum $10,000 for counties/cities, $4,000 for towns)
