Establishes the Solar Interconnection Grant Program to provide competitive grants to localities, political subdivisions, and school boards to offset costs of connecting solar facilities to the electrical grid

Administered by the Division of Renewable Energy and Energy Efficiency within the Department of Energy, which will establish guidelines and criteria for grant awards

Gives funding priority to solar facilities located on previously developed project sites such as brownfields, parking lots, or rooftops

Requires annual reporting to the General Assembly by November 1 each year, submitted to the House Committee on Appropriations and Senate Committee on Finance and Appropriations

Program expires on July 1, 2027
