Authorizes retired sworn law-enforcement officers, registered special conservators of the peace, and trained technicians employed by localities to swear to or affirm certificates for traffic violations captured by photo speed monitoring devices, traffic light signal violation monitoring systems, and school bus video-monitoring systems

Requires the Department of Criminal Justice Services to develop and approve a training certificate course for personnel who will certify violations recorded by automated traffic enforcement systems

Expands the definition of individuals who can serve as proof of violation for automated traffic enforcement beyond active law-enforcement officers

Amends multiple sections of Virginia Code (§§ 9.1-102, 15.2-968.1, 19.2-13, 46.2-844, and 46.2-882.1) to implement these changes across traffic signal monitoring, photo speed monitoring, and school bus video-monitoring enforcement programs
