Amends the Resilient Virginia Revolving Fund to give additional weight to projects located in low-income geographic areas and projects incorporating nature-based solutions when distributing loans and grants

Authorizes the Virginia Resources Authority to contract with a program administrator, approved by the Department, to assist in distributing loans and grants to local governments

Allows the Authority to disburse an administrative fee not exceeding 5% of the total Fund amount to cover the program administrator's costs and expenses

Maintains existing priority for projects in localities designated as having very low community resilience ratings under Department standards
