Requires all Virginia public bodies to maintain official websites only on .gov, .edu, or .museum domains and provide employee email addresses using .gov domains

Defines "public body" broadly to include legislative bodies, courts, state agencies, counties, cities, towns, school boards, and publicly funded organizations

Exempts institutions of higher education, state museums, state hospitals, electronic toll collection companies, Virginia Tourism Authority, Virginia Economic Development Partnership Authority, Virginia Retirement System, VCU Health System Authority, and Commonwealth Savers Plan

Allows non-.gov domains to be retained solely for redirecting users to the official .gov website

Directs the Virginia Information Technologies Agency to develop guidelines including transition periods for existing systems, redirect standards, and waiver procedures, with an effective date of July 1, 2029
