Authorizes the Department of Conservation and Recreation to convey up to five acres of Leesylvania State Park land to Newport Estates Homeowners Association in Prince William County

Requires the Association to convey adjacent property of equal recreational utility to the Department, plus a deed of open space easement on other Association land, in exchange

Provides permanent access from Neabsco Road to otherwise inaccessible Association property to enable repairs and restoration following a slope failure on neighborhood open space

Specifies no monetary payment is required between the Association and the Commonwealth for the land exchange

Requires approval from the Department of General Services, the Governor (or Secretary of Administration), and the Attorney General before the transaction can be executed
