Establishes a fundamental right for parents of public school children to opt their children out, without penalty, of any instruction, reading, discussion, presentation, audio-visual presentation, school assembly, or activity containing gender identity, sexual orientation, transgenderism, or drag show themes or content

Requires schools to make reasonable accommodations for students during opt-out periods

Adds new section 22.1-1.1 to the Code of Virginia, referencing consistency with existing parental rights statute § 1-240.1
