Requires the State Board of Health to amend sewage regulations to exempt agritourism activities in Planning District 23 (Hampton Roads region) from the prohibition on permanent pump and haul sewage systems without government supervision

Applies only when agritourism operations cannot connect to existing sewer systems or establish onsite sewage systems

Exempted operations must still comply with existing storage facility and vehicle specifications under 12VAC5-610-990 and 12VAC5-610-1020

Agritourism is defined according to § 3.2-6400 of the Code of Virginia, which covers farm-based recreational and educational activities
