Expands who may file petitions for relief of care and custody of a child in juvenile and domestic relations district courts from just parents to include other custodians

Requires petitioning parents or custodians to cooperate with appropriate services offered by local departments of social services to prevent child removal from the home

Adds a requirement at dispositional hearings that courts must find the petitioner cooperated with services offered by social services, unless the court previously determined continued placement in the home would be contrary to the child's welfare

Amends Virginia Code sections 16.1-241, 16.1-277.02, and 16.1-278.3 related to juvenile and domestic relations district court jurisdiction and relief of care and custody proceedings
