Authorizes owners of servient estates (land burdened by an easement) to establish reasonable rules of use for easements crossing their property, including setting speed limits

Allows servient estate owners to file civil lawsuits for rule violations and recover actual damages or $500 (whichever is greater), plus reasonable attorney fees, costs, and injunctive relief

Exempts easements held by public entities from these provisions, including easements held by the federal government, Commonwealth of Virginia, and state agencies, institutions, authorities, or political subdivisions

Adds new section 55.1-305.1 to the Code of Virginia under property law provisions
