Requires the Chairs of the House Committee on Finance and Senate Committee on Finance and Appropriations to convene a work group evaluating the feasibility of establishing an independent tax tribunal in Virginia

Work group membership includes four House delegates, three senators, the Tax Commissioner, representatives from the Department of Taxation's Tax Adjudication and Resolution Division, experienced tax attorneys, CPAs, circuit court judges, the Secretary of Finance, and bar association tax section chairs

Directs the work group to review the American Bar Association's Model State Administrative Tax Tribunal Act (August 2006) and evaluate how a tribunal would complement the existing Tax Adjudication and Resolution Division

Requires analysis of establishment and operational costs including facilities, judge salaries, and support staff, as well as determining the appeals process and number of judges needed

Work group must conclude meetings by November 1, 2027, and submit findings and recommendations to the House and Senate finance committees and the Governor by January 1, 2028
