Amends Virginia Code § 4.1-206.3 to create a new on-and-off-premises wine and beer license category specifically for public golf courses

Authorizes public golf courses to sell wine and beer for on-premises consumption in Board-approved areas of the golf course

Exempts public golf course licensees from any monthly food sales requirements that typically apply to other alcohol license holders

Applies to golf courses offering either nine-hole or 18-hole layouts that are open to the general public for play on a fee or permit basis
