Creates a new "barbershop trainee" license category allowing individuals to practice barbering under direct supervision of licensed barbers in registered training barbershops while completing a competency-based training program.

Barbershop trainees become eligible to take the state licensing examination after at least six months of registered trainee status and submission of a supervisor attestation confirming competency in all tested areas.

Training barbershops must maintain a ratio of at least one licensed barber supervising no more than four trainees and must notify customers when services will be performed by a trainee.

Trainee registration expires after four years, with a 90-day grace period to pass the licensing examination; those who fail to obtain licensure within this period cannot re-register as trainees but may pursue licensure through traditional barber school or apprenticeship.

Individuals who participated in barbering training programs in public secondary schools, career and technical education programs, or correctional facilities may apply directly to take the licensing examination with program documentation.
