Creates a new category called "light family day home" for providers caring for 5 to 8 children under age 13 (excluding the provider's own children and children residing in the home)

Exempts light family day homes from licensure requirements, whereas current law requires licensing for homes serving 5 or more children

Requires light family day homes to have first aid and CPR certified staff present, comply with American Academy of Pediatrics safe sleep guidelines, and self-administer a health and safety evaluation checklist

Authorizes the Superintendent to conduct inspections of light family day homes to ensure compliance with basic health and safety standards

Retains existing requirements that family day homes caring for more than 4 children under age 2 must be licensed or voluntarily registered
