Consolidates the annual agricultural commitments progress report for the Chesapeake Bay Watershed Implementation Plan into the November 1 impaired waters clean-up report submitted to legislative oversight committees

Requires the stakeholder advisory group convened by the Secretary of Natural and Historic Resources and Secretary of Agriculture and Forestry to include their plans and progress reports as part of the consolidated reporting requirements

Progress reports must detail the number of agricultural practices completed by river basin, practices needed to meet nutrient and sediment reduction goals, priority regions, and affected operators

Reports must include specific percentages for nutrient management plan and stream exclusion adoption compared to Phase III Watershed Implementation Plan requirements

Amends Virginia Code sections 62.1-44.118 and 62.1-44.119:2 to streamline water quality reporting by eliminating separate reporting requirements
