Expands legal protections for hospital employees to possess, distribute, or administer medical cannabis oil to patients with valid written certifications, in addition to existing protections for nursing home, hospice, and assisted living facility staff

Requires the Board of Health to adopt regulations permitting hospital and nursing home staff authorized to handle medications to store, dispense, or administer cannabis oil to patients or residents holding valid medical cannabis certifications

Directs the Department of Health to convene a work group including representatives from the Virginia Hospital & Health Care Association, Virginia Health Care Association, health care providers, and palliative/hospice volunteers to discuss implementation of cannabis products in medical care facilities

Requires the work group to assess federal guidance on cannabis products, potential Controlled Substances Act scheduling changes, and interaction with state laws, then submit a report with written guidelines to the House and Senate health committees by November 1, 2026
