Expands the definition of "public school buildings and facilities" eligible for School Construction Program grants to include buildings where construction, renovation, or expansion was completed or initiated within the 10-year period immediately preceding the grant application

Allows school divisions to apply for state school construction grants retroactively for recent projects, rather than only for future projects

Amends Virginia Code § 22.1-140.1, which governs the School Construction Fund and Program administered by the Board of Education
