Allows the Department of Workforce Development and Advancement to waive the 40% minimum allocation requirement for WIOA Adult and Dislocated Worker funds that local workforce development boards must spend on training services

Waivers may be granted when boards demonstrate inability to meet requirements due to lack of available training providers, lack of demand for training services among eligible participants, or other extraordinary circumstances

Requires the Department to develop and publish a process for waiver applications and approvals

Unencumbered funds resulting from approved waivers must be redirected to client services, including reemployment services as defined by the Commissioner

Exempts boards with approved waivers from sanctions that would otherwise apply for failing to meet the 40% training expenditure requirement
