Requires the Virginia Department of Military Affairs to conduct biennial training for all Virginia National Guard officers on constitutional obligations, including their oath to uphold federal and state constitutions and duty to disobey unlawful orders under the Uniform Code of Military Justice

Training curriculum must be developed by the Adjutant General in consultation with the Secretary of Veterans and Defense Affairs, Attorney General, and Governor, covering topics such as manifestly illegal orders, Title 10 mobilization status, and voter intimidation laws

Establishes reporting procedures for officers to report unlawful orders to the Virginia Inspector General, U.S. Department of War and Military Services Inspectors General, Congressional Armed Services Committees, and the Virginia Attorney General

Requires the Adjutant General to promulgate standard operating procedures for reporting unlawful orders by October 1, 2026, with the first officer training completed by November 1, 2026

Mandates unit commanders to amend policies within 90 days to explicitly allow Guard members to raise concerns about order legality through open door policies or Inspector General complaints
