Adds new section 2.2-4311.5 to the Virginia Public Procurement Act requiring contract provisions related to goods transported by privately owned commercial vessels

Defines "privately owned commercial vessel" as an ocean-going vessel registered under U.S. laws, used in U.S. commercial trade, and owned/operated by U.S. citizens or meeting federal documentation requirements under 46 U.S.C. § 12102

Requires state agencies entering public contracts for goods exceeding $10,000 to include provisions mandating contractor compliance with the Merchant Marine Act of 1936, Section 901(b)

Supports the use of U.S.-flagged vessels for transporting goods purchased through state procurement contracts
