Requires the State Board of Elections to initiate removal proceedings against any local electoral board member who neglects or refuses to carry out clear ministerial duties of the office in accordance with law.

Establishes that election duties including conducting elections and certifying results are nondiscretionary ministerial duties, with neglect or refusal to perform them constituting grounds for removal.

Authorizes the State Board of Elections to intervene and carry out election certification duties if a local electoral board fails or refuses to ascertain results, complete abstracts of votes, or certify election results.

Creates a civil penalty of up to $1,000 for any electoral board member who fails or refuses to certify election results, payable to the Voter Education and Outreach Fund.

Directs law enforcement to obtain certified copies of vote abstracts from officials if abstracts are not received by the State Board within 10 days after an election.
