Creates a three-year teaching license for career and technical education (CTE) or dual enrollment courses at Virginia public high schools

Applicants must be currently employed as instructors at regionally accredited higher education institutions and teaching the same subject area they seek to teach at the high school level

License holders must maintain continuous employment at their higher education institution as a condition of keeping the license

Requires the Board of Education to amend administrative code regulations to implement the new license category
