Amends Virginia Code § 55.1-1259 to clarify that tenant actions against landlords may be brought in contract, tort, or both in circuit court

Establishes that landlord duties under the Residential Landlord and Tenant Act are imposed by law to protect the life, health, safety, and property of tenants, authorized occupants, and guests

Requires landlords to exercise ordinary care in performing repairs and maintenance without unreasonable delay

Defines recoverable damages broadly to include all compensatory damages under Virginia law, including economic and noneconomic losses

Sets minimum damages at $500 or actual damages (whichever is greater), with up to triple damages or $1,000 minimum for willful violations
