Directs the Virginia Department of Health to develop a strategic plan for opioid overdose response to reduce drug overdose rates and deaths statewide

Requires the Department to conduct an evaluation and needs assessment of existing opioid overdose prevention, intervention, and treatment efforts in Virginia

Mandates collaboration with the Secretaries of Education, Health and Human Resources, and Public Safety and Homeland Security, along with state agency representatives and stakeholders

Establishes annual reporting requirements to the Governor and relevant legislative committees beginning November 1, 2026
