Directs the Joint Commission on Technology and Science (JCOTS) to evaluate developing a framework for independent verification organizations that assess AI models and applications for compliance with safety standards

Requires JCOTS to consider the nature and magnitude of AI risks in Virginia, availability of measurable risk metrics, existing technical and operational mitigation standards, and practices used by other states

Mandates evaluation of the fiscal impact of implementing an AI assessment framework through independent verification organizations

If JCOTS recommends the framework, it must further evaluate the feasibility of a licensing scheme for verification organizations and whether VITA or another state agency could manage such licensing

Report with recommendations and findings due to Senate and House committees by November 1, 2026
