Establishes procedures for selecting and governing Virginia's delegates to any Article V constitutional convention called to propose amendments to the U.S. Constitution

Delegates must be at least 25 years old, Virginia residents for 5+ years, U.S. citizens for 5+ years, and cannot have been federal employees, contractors, or lobbyists within the past 5-10 years

Creates a three-member advisory committee from the General Assembly to monitor delegates and determine if they have exceeded their authority, with power to suspend delegates between legislative sessions

Prohibits delegates from voting to change the one-state-one-vote rule or altering specific constitutional protections including the Bill of Rights and certain amendments (13th, 14th, 15th, 19th, 23rd, 24th, and 26th)

Makes it a Class 5 felony for delegates to act beyond their authorized scope or for anyone to bribe, intimidate, or coerce delegates in the performance of their duties
