Requires local and regional adult correctional facilities to report deaths of individuals in custody to the State Board of Local and Regional Jails, including demographics, date/time/location, and circumstances of death

Establishes a 10-day deadline for facilities to submit death reports; if missed, the State Board must notify the Governor's Office

Authorizes the Governor to direct the Comptroller to withhold all state appropriated funds from non-compliant local or regional correctional facilities until they submit required reports

Mandates annual analysis of custody death data by the Department and State Board to identify ways to reduce such deaths, with findings reported to the Governor, General Assembly, and Attorney General by July 1 each year
