Establishes the Active Pharmaceutical Ingredient Manufacturing Grant Fund to provide up to $130 million in grants to a qualifying pharmaceutical manufacturer locating in Goochland County, Virginia

Requires the qualified company to invest at least $2,148,793,019 in capital and create a minimum of 468 new full-time jobs between July 1, 2025, and July 1, 2045

New full-time jobs must pay an average annual wage of at least $113,632 with standard fringe benefits

Grants are capped at $15 million per fiscal year and will be distributed over 20 consecutive annual installments beginning in fiscal year 2027

Grant recipients must submit annual documentation to the Secretary of Commerce and Trade verifying job creation and capital investment to receive payments
