Expands the authority of all industrial development authorities (IDAs) in Virginia to develop single-family and multi-family residential facilities, removing the previous restriction that limited this power only to IDAs in localities without activated housing authorities

Grants IDAs new powers to issue bonds, make grants, or use combinations of both to support construction of affordable housing throughout the Commonwealth

Amends Virginia Code §§ 15.2-4901 and 15.2-4902 to promote safe and affordable housing as an explicit policy goal for industrial development authorities

Removes language from the definition of "authority facilities" that previously restricted residential facility development to localities whose housing authorities had not been activated under §§ 36-4 and 36-4.1
