Expands Virginia's shared solar program capacity by adding 525 megawatts in part two (increased from 150 megawatts), with 450 megawatts serving no more than 51% low-income customers and 75 megawatts serving more than 51% low-income customers

Requires the Phase II Utility to release additional capacity by July 1, 2026, or when 90% of existing capacity is subscribed with substantially complete construction, whichever occurs earlier

Mandates a Commission proceeding to determine part three capacity once 268 megawatts of part two capacity reaches substantial completion, evaluating program costs, benefits, economic impacts, and environmental benefits

Allows subscriber organizations to distribute excess bill credits to subscribers more frequently than once per year, removing the previous annual-only restriction

Requires the State Corporation Commission to update shared solar program regulations by December 31, 2026, with utilities filing necessary implementation documents by March 1, 2027
