Amends Virginia Code § 38.2-510 to add new requirements when insurers reduce loss estimates prepared by insurance adjusters

Requires insurers to provide policyholders with a detailed explanation for any changes that reduce the loss estimate on an adjuster's report

Mandates insurers include a detailed list of all changes made to damage estimates, photographic reports, or narrative reports, along with the identity of the person who made or ordered each change

Requires insurers to retain all versions of adjuster reports and document within each version who made or ordered any modifications

Adds these requirements to Virginia's existing unfair claim settlement practices statute, which prohibits various deceptive insurance practices when performed frequently enough to indicate a general business practice
