Requires the utility to petition the State Corporation Commission by May 1, 2029 to initiate an expansion proceeding to determine future program capacity and design changes

Mandates "net crediting" functionality beginning July 1, 2027, allowing utilities to include subscription fees on customer bills and provide net credits, with fees capped at one percent of bill credit value

Allows subscriber organizations to distribute excess bill credits more frequently than the previous annual requirement

Requires the State Corporation Commission to update shared solar regulations by December 31, 2026, with utilities filing necessary tariffs and forms by March 1, 2027
