Adds section 46.2-833.2 to the Virginia Code establishing legal requirements for bicyclists and other permitted device operators to obey bicycle signals at intersections

Defines meanings for bicycle signal indications: steady green permits entry, steady amber signals an impending change requiring stop if safe, and steady red requires stopping with right turns permitted after full stop unless prohibited

Flashing amber signals allow cautious entry while yielding to others in the intersection; flashing red requires stopping before proceeding through while yielding

Requires cyclists to treat non-functioning bicycle signals the same as other out-of-service traffic lights under existing law (section 46.2-833)

Violations constitute a traffic infraction with a maximum fine of $350
