Transfers administration of nursing scholarships and loan repayment programs from the State Board of Health to the Virginia Health Workforce Development Authority

Establishes the Virginia Nursing Workforce Center under the Authority to address nursing shortages, coordinate statewide data collection, and represent Virginia in national nursing workforce matters

Requires annual submission of health workforce data in standardized electronic format from the State Council of Higher Education, Department of Health Professions, Virginia Community College System, and other relevant state agencies

Adds the Virginia Health Workforce Development Authority to the list of agencies exempt from the Virginia Administrative Process Act

Creates an advisory board for the Nursing Workforce Center with representation from the Department of Health, Board of Nursing, nursing academia, and practicing nurses
