Expands Virginia's authorization for photo speed monitoring devices to include "historic district segments," defined as highways within designated historic districts under § 10.1-2206.1

Allows state and local law enforcement agencies to place and operate speed cameras within historic districts to record vehicle speed violations

Requires conspicuous signage within 1,000 feet of historic district segments where photo speed monitoring devices are in use

Civil penalties for speeding violations (at least 10 mph over the limit) remain capped at $100, with mailed summons violations not affecting driving records or insurance rates
