Reports must detail disconnections across arrearage brackets (under $100, $100-$500, $500-$1,000, and over $1,000) and identify accounts participating in payment assistance programs like LIHEAP or with medical condition certifications on file

The State Corporation Commission must publish all reported data in a comprehensive, publicly accessible online database with information displayed separately for each utility

Beginning September 1, 2027, and annually thereafter, the Commission must submit an executive summary to the Commission on Electric Utility Regulation and the Governor analyzing trends in disconnections, geographic patterns, and differences between utilities

The provisions become effective July 1, 2027, with utilities required to file monthly reports within 60 days following the close of each reference month
