Authorizes localities to require electric vehicle (EV) charging infrastructure—including EV supply equipment, EV-ready spaces, or EV-capable parking with prewiring and conduit—as part of subdivision or site plan approval for commercial, industrial, and multifamily residential developments

Requires localities adopting EV charging provisions to minimize electrical distribution infrastructure costs and permit automatic load management systems to reduce maximum required electrical capacity

Directs the Department of Energy, with assistance from the State Corporation Commission and Department of Housing and Community Development, to evaluate electrical distribution infrastructure design for EV charging in new single-family and multifamily residential developments

Requires the Department of Energy to report findings and recommendations by November 15, 2026, with the State Corporation Commission implementing them by July 1, 2027

Makes the EV charging infrastructure provisions contingent on Department of Energy recommendations, with an effective date of July 1, 2027, only if the Department certifies the findings support implementation
