Expands Virginia Medicaid coverage for doula services from postpartum-only to comprehensive "community doula care" for both pregnant and postpartum members

Adds coverage for doula support during labor and delivery, in addition to the existing prenatal and postpartum visits

Maintains coverage for up to 10 doula visits total: up to 4 visits during pregnancy and up to 6 visits during the 12 months after birth, with additional visits if medically necessary

Creates up to two "linkage-to-care incentive payments" for doulas who connect patients to postpartum and newborn care services

Requires the Department of Medical Assistance Services to report annually to the Governor and General Assembly on doula care utilization, maternal and infant health outcomes, provider feedback, and recommendations for improvement
