Requires investor-owned electric utilities and licensed electricity suppliers that are voting members of PJM Interconnection, LLC to submit annual reports to the State Corporation Commission by February 1 each year

Reports must document all recorded votes cast by the utility, supplier, or their affiliates at any PJM meetings, committees, user groups, or task forces during the preceding calendar year

Each reported vote must include a 20-100 word explanation of how the vote serves the public interest

Exempts municipal electric utilities and electric cooperatives organized under Chapter 9.1 from the reporting requirements

Authorizes the Commission to request additional information about PJM voting activity during applicable regulatory proceedings
