Adds dry needling to the list of treatment modalities that licensed athletic trainers may use in Virginia, alongside existing permitted methods such as heat, light, sound, cold, electricity, exercise, and mechanical devices.

Requires the Board of Medicine to amend its regulations to implement the change and establish training and certification requirements for athletic trainers to practice dry needling.

Exempts the Board's initial adoption of these implementing regulations from the Administrative Process Act, allowing for faster implementation.

Athletic trainers may only perform dry needling under the direction of a physician (MD, DO, chiropractor, podiatrist, or dentist) as part of treating injuries related to athletic, recreational, or occupational activity.
