Allows the Virginia Land Conservation Foundation Board to waive the requirement that conservation easements be jointly held with a public body if the holder is accredited by the national Land Trust Accreditation Commission or meets similar Board-adopted standards

Requires that easements granted under the waiver provision contain a third party right of enforcement in favor of the Department of Conservation and Recreation or another public body

Expands the Foundation's purposes to include conservation and restoration of homelands for state-recognized and federally recognized Virginia Indian Tribes

Adds Virginia Indian Tribes as eligible recipients for grants from the Virginia Land Conservation Fund alongside state agencies and other public bodies
