Requires the State Council of Higher Education for Virginia (SCHEV) to develop and establish a Virginia-specific postsecondary transition counselor certificate program

Mandates collaboration with the Council for Exceptional Children and its Division on Career Development and Transition (DCDT) in creating the program

Requires involvement of all public Virginia higher education institutions that have education preparation programs

The certificate program must be equivalent in rigor and quality to the National Certification in Transition Services offered by DCDT

Aims to facilitate establishment of postsecondary transition counselor certificate programs at Virginia institutions that would qualify for DCDT program approval
