Requires contractors and subcontractors on state and local capital outlay projects to complete OSHA safety training programs and maintain compliance records with local, state, and federal laws

Mandates participation in apprenticeship training programs approved by Virginia or the U.S. Department of Labor, with at least 8% of total labor hours performed by apprentices

Contractors must submit reports certifying apprentice labor hours worked and applicable trades for each project

Allows the Governor (for state projects) or local governing bodies (for local projects) to waive or adjust requirements due to lack of available apprentices or disproportionately high material-to-labor cost ratios

Exempts transportation-related construction projects exceeding $250,000; effective date is July 1, 2027
