Limits Virginia's Medicaid estate recovery program to only federally required costs under 42 U.S.C. § 1396p(b)(1)(A) and (b)(1)(B)(i), narrowing recovery from the current broader scope covering all nursing facility care payments

Caps recoverable managed care payments at either the portion attributable to federally required services or the full capitated rate, whichever is lower

Authorizes the Department of Medical Assistance Services to permanently waive estate recovery claims when enforcement would cause substantial hardship to heirs or dependents of indigent individuals

Requires the Department to publish estate recovery and hardship waiver information on its website in English, Spanish, and the four next most commonly spoken languages in Virginia

Mandates implementing regulations within 280 days of enactment and repeals existing § 32.1-327 of the Code of Virginia
