Establishes a voluntary Mattress Stewardship Program allowing a qualified industry association (such as the International Sleep Products Association) to form a nonprofit mattress recycling organization certified by the Department of Environmental Quality

Requires all mattress producers, retailers, and renovators to register with the certified organization by June 1, 2027, and submit a mattress recycling plan to the Department by July 1, 2027

Mandates a uniform per-unit mattress recycling fee added to the purchase price of new or renovated mattresses, displayed as a separate line item on receipts and remitted to the recycling organization

Prohibits producers and retailers from selling mattresses in Virginia unless both are registered with the organization, and requires participating collection sites to accept discarded mattresses without additional consumer fees

Requires annual reporting to the Department including mattress collection quantities, recycling methods, audit reports, and educational efforts, with financial and sales data kept confidential and exempt from public disclosure
