Directs the State Board of Local and Regional Jails to establish minimum standards and regulations for lactation policies for incarcerated persons and their infants by December 1, 2028

Requires the Board to consider best practices including providing breast pumps, storage bags, freezers, and private pumping areas for incarcerated persons who are lactating

Mandates consideration of screening incarcerated women upon facility entry to determine if they have given birth within the last two years or are currently lactating

Directs the Board to consider supporting frequent visiting arrangements allowing direct contact between infants and incarcerated birth parents, as well as providing supplemental nutrition for nursing mothers

Requires consultation with stakeholders including formerly incarcerated persons, the Virginia Sheriffs' Association, physicians, doulas, advocates, and university faculty in developing the regulations
