Reorganizes the Virginia Alcohol Safety Action Program (VASAP) statutes by creating a new Article 2.1 in Chapter 7 of Title 18.2, consolidating provisions from sections 18.2-273.1 through 18.2-273.9.

Repeals existing sections 18.2-270.2, 18.2-271.2, and 18.2-271.4 and replaces them with the restructured provisions governing the Commission on VASAP.

Updates cross-references throughout the Virginia Code, including in criminal justice definitions (§ 9.1-101) and DUI-related statutes, to reflect the new article structure.

Maintains the Commission on VASAP's authority to certify alcohol safety action programs and oversee ignition interlock systems for DUI offenders.

Takes effect July 1, 2026, based on the delayed effective date provisions in the amended code sections.
